MCGUIRE NUCLEAR STATION Report Number: SD-369/80-06, 370/80-05 Report Date: May 16, 1980 Facility: McGuire Nuclear Station, Units 1 and 2 Identification of Deficiency: Fire Protection System Valve Misapplication Description of Deficiency:

On April 17, 1980, J. R. Wells, D. G. Gardner and J. K. Berry advised Mr.

John Rausch, NRC/01E, of a valve misapplication in the Fire Protection System at McGuire.

During an as-built review of the Fire Protection System, it was discovered two valves were erroneously applied to this system. Two Duke Class H valves were assigned where the application required Class F valves. Duke Class H and F systems are both designed to ANSI B31.1, but Class F also requires seismic qualification for structural integrity of piping components.

Analysis of Safety Implications:

Valves act as penetration isolation between the Reactor Building Annulus Area and the Auxiliary Building. Structural failure of the valve pressure boundary resulting from a seismic occurrence, concurrent with a pipe rupture and loss of the system loop seal inside the Annulus, would result in loss of isolation of the penetration.

Corrective Action:

Valves have been replaced with qualified valves.
