Oyster Creek Nuclear Generating Station Docket No. 50-219 Inspection Report No. 50-219/79-18 This letter is to bring to your attention certain clarifications, corrections and additions to my letter of March 17, 1980 in which JCPSL submitt i formal responses to the findings of the inspection conducted by the NRC Performance Appraisal Branch (PAB).

Enclosed as Enclosure A are the corrections to the original submittal. These were discussed in our meeting of April 29, 1980 with representatives of the NRC's Region I in King of Prussia.

Attachment A to the 3/17/80 Letter

.In response to the item of noncompliance E. page 11, " calibration procedures had not been written and implemented as of November 2, 1979", a response to the finding for the environmental air samplers was inadvertently Icft out.

In response, the item of noncompliance is correct as stated.

New air sampling systems were purchased in 1979 for all sampling stations. They were received with the wrong gas meters which had to be replaced.

The correct meters have been received.

The changeout of the air sampling systems will be completed by June 30, 1980. At that time completed procedures and schedules for calibration will be impicmented.

.In response to item of noncompliance B.6, page 8, for the corrective actions to be taken, a completion date of September 1, 1981 was given. The date should be September 1, 1980.

At' chment B to the 3/17/80 Letter

.In Attachment B, page 9, it is stated that the Radwaste Shipping Supervisor Position will be filled by May 1,1980.

On page 35 of the same attachment the date given is August 1, 1980.

The correct date is bby 1, 1980. An acting Radwaste Shipping Supervisor was appointed on April 23, 1980.

. Attachment B, Page 21 - In describing the organizational structure for the reorganized radiation protection program, it was not explicitly stated who the Supervisor-Radiation Protection reported to in the organization.

This position will report directly to the Station Manager assuming the Technical Specification Change Request No. 85 submitted May 2, 1980 is approved. A copy of that request is attached.

In accordance with 10 CFR 50.59 and 10 CFR 50.90, Jersey Central Power & Light Company, owner and operator of the Oyster Creek' Nuclear Generating Station, Provisional Operating License No. DPR-16, requests changes to Appendix A of that license.

This Technical Specification Change will, when approved, provide-he highest level of station management attention to our Radiation Protection program, and establish a Manager of Training position that will result in improvements and control over all Gercration Division training.

This Technical Specification Change Request has been reviewed and approved by the Station Manager, the Plant Operations Review Committee, and an Ind e:p e nd e n t Safety Review Group in accordance with Section 6.5 of the Oyster Creek Technical f.pecifications.

We have determined that this submittal is Class II per 10 CFR 107.22 and have enclosed a check for $ 12 0 0. 0 0 pursuant to that section.

Discussion 1

Changes to the plant and Generation Organization are being mcde in an effort to improve key functional areas at the Oyster Creek Station.

The fi rst organizational change involves the addition of a flanager of Training reporting directly to the Vice President, Generation with the station training functions reporting to him.

It is felt this will broaden the perspective of training and provide better support for the expanding training needs of the Station.

The second organizational change involves a reorganization of the Radiation Protection function at the Station. The Supervisor, Radiation Protection will now report directly to the Station Manager.

The Radiation Protection staf f has also been expanded in order to provide a higher level e

of protection in the Health Physics area.

The final organizational change directs the Fire Protection Supervisor to report to the Plant Support Superintendent. The importance and compicxity of fire protection and prevention at Oyster Creek requires this individual 2

be placed at this level within the organization to assure adequate attention j
