South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Alternate Comparative Soil Structure Interaction Analysis Using the Elastic Half-Space Approach For Category I Structures of ti,? South Texas Project Attached is the alternate confirmatory soil structure interaction (SSI) analysis using the Elastic Half-Space (EHS) Method for the South Texas Pro-ject, Units 1 & 2.

This alternate confirmatory analysis is being transmitted in response to the South Texas Project FSAR Question 130.12. As agreed to in the September 18, 1979 meeting between the NRC and Houston Lighting and Power the EHS model and analysis has utilized the procedures previously transmitted in a August 8,1979 letter to Mr. D. B. Vassallo of the NRC.

As a result of the confirmatory analysis HL&P remains convinced that the Finite Element Methodology employed in the original SSI analysis for the South Texas Project, Units 1 & 2 has been verified as being conservative as compared to the Elastic Half-Space Method for the specific South Texas Project site characteristics (i.e. layered soil and deep embedment.)

However, should questions arise regarding the attached report's methodology or conclusions, please contact Mr. S. S. Rodgers at (713) 676-7953 in order tndt this outstanding FSAR question may be resolved expedi-tiously.
