NRC Inspection of TRIGA Mark I Facility
Dear Mr. Crews:
I am responding to your letter of April 15, 1980, in which findings growing out of an inspection conducted by Mr. Gerald B. Zwetzig of your office on March 18 and 19, 1980, of our TRIGA reactor which is operated under NRC License No. R-52 are reported.
In particular, those activities which were judged to represent deficiencies in operation will be commented upon as required in Section 2.201 of 10CFR2.
(1) Personnel had been reminded of the requirement that the reactor not be operated above 10 kw without the facility ventilation system in operation.
As7 result no operations will be conducted which do not meet the conditions of Technical Specification 3.6.
Both senior operators and operators were made fully aware of this limitation and full compliance with this requirement has been achieved as of this date.
(2) The Reactor Committee has been informed that its prior meeting schedule is unsatisfactory based on the requirements of Technical Specification 6.2.
The chairman of the committee has agreed to schedule meetings in accordance with our technical specification requirement and full compliance is effective as of this date.
The items cited, along with other parts of the Technical Specifications as they presently exist, which have had the effect of impeding the flexibility of our operation without contributing materially to the health and safety of the public and operating personnel are presently undergoing review. A request for Technical Specification modifications may be forthcoming; however, until such modifications are approved, all operations will be conducted in compliance with the limitations imposed by the present Technical Specifications.
