Counsil,.Vice President Nuclear Engineering and Operations Connecticut Yankee Atomic Power Company Post Office Box 270 Hartford, Connecticut 05101 Dear Mr. Counsil-The Comission has issued the enclosed Amendment No.15 to Facility Operating License No. DPR-61 for the Haddam Neck Plant. This amendment is in response to your application dated March 21, 1978, as supported by information by letters dated May 14, 1974, April 18 and 23, 1980.
The amendment allows a limited number of movements of a spent fuel cask over the spent fuel pool.
During our review of your application, we found it necessary to modify the proposed technical specifications. We have discussed these modifications with your representative and we have mutually agreed upon them. We have not granted permission for unlimited movement of a spent fuel cask over your spent fuel pool because generic questions concerning the control of heavy loads, including spent fuel casks, at nuclear power plants, have not yet been completely resolved. We will consider this matter when our review of heavy loads control is complete.
Copies of our related Safety Evaluation and the Notice of Issuance are also enclosed.
