In response to your letter of " arch 13,10cc, requesting chances to the environ: ental pre-operational ronitoring program, the staff of the '.uclear Regulatory Comission has exa:r.ined the revised pre-operational ronitoring prograns presented in Chapter C of the CPS-ER (GL). Cased upon our review of these prograns, we conclude that the terrestrial pre-operational environ-nental ronitoring prograr.s may be deleted as requested. ;ie wish to note, heuever, that terrestrial cperational.~cnitorinq prograus may be required as part of the Environrental Technical Specifications if tFe staff's operat-ing license environ. ental review so warrants.
With regard to the aquatic pre-operational renitoring nrocra:., we have reviewed the proposed changes and find then acceptable based on the rationale provided in Section 6.1.6 of the ER (CL stage). On a related entter, ycu have indicated, by letter dated " arch 14, 1900, that Illinois Power Cctpany plans to request, frcn the Illinois Pollution Control Coard (IPCC), a "odification cf the alternate ther al standard which was adopted for the Clinton Fcwer Station in 1975. Since your request for alternate ther al lim.itaticns under Section 315(a) of the Clean 'Jater,^.ct nay involve pre-coerational and operational a;uatic conitoring to support a 313(a) demonstration, we suggest that you also coordinate with the IPCa regarding the revised program.
