The purpose of this letter is to transmit for your information an increment of the analysis of the effects of natural phenomena relative to your plutonium fabrication operations at Richland, Washington. The subject increment of analysis is the response of the M0FP to wind hazard.

A draft of the enclosure has been reviewed, and commented upon, by those analysts who require the results to carry out succeeding analyses and by the NRC staff. The NRC staff has adopted this final version of the review for application in succeeding analyses. However, we will consider challenge of our position when supported by credible technical bases.

The enclosed increment of analysir, designated as Volume 1, presents methodology, basic data, and the results and conclusions of the study.

Volume II, which contains the structural calculations on which the study is based, because of its bulk and highly technical content has been given limited distribution. A copy is available in our offices for your inspection if you so desire.

Any questions you may have on the enclosed analysis should be addressed to James E. Ayer of this Branch.

He will direct resolution of coments and any justifiable revision of the analysis.
