Three Mile Island Nuclear Station, Unit II (TMI-2)
Operating License No. DPR-73 Docket No. 320 Processed Water Management In our letter to you of January 30, 1980 (TLL 036), we indicated we would submit by May, 1980, a supplementary report on the disposition of processed water beyond 1980.
At this time we have activities ongoing in the following areas:
1.
Revision of the 1980 processing plan originally submitted January 30, 1980 (TLL 036).
2.
Development of a 1981 processing plan.
3.
Quantification of processed water recycle applications with the intent of creating a long-term use schedule.
4.
Development of recommendations for additional tanks, should they be required.
5.
Development of recommendations for transfer systems to illow use of recycle water for the various applications.
Definition of long-term processed water usage and storage requirements is difficult at this time.

, May 9, 1980 TLL 214' For instance, until substantial additional data is available on contain-ment building contamination conditions, attempts to quantify processed water usage in connection with containment building decontamination is subject to assumptions which may be significantly in error. While cer-tain useful information will be obtained incident to the planned entries with krypton in the containment building, a maximum of two such entries of very limited duration are anticipated. Comprehensive radiation map-ping, detailed smear surveys, obtaining of representative materials and surfaces for decontamination method testing, etc. must await the ability to enter the containment building without the presence of krypton. These considerations also impact development of plans and recommendations for recycle water transfer systems.
The extent to which non-processed; e.g., "new" water will be utilized in both containment and reactor coolant system decontamination, how it will be segregated, is currently under study and impacts overall water management schemes.
Development of recommendations for additional tanks is heavily depen-dent on alternatives and options which we understand will be addressed in the Programmatic Environmental Impact Statement (PEIS) currently under preparation for the ultimate disposal of processed water from TMI-2.
In summary, we will be in a position to submit reports to you on Items 1 and 2 above; revision of the 1980 processing plan and a 1981 processing plan by June 15, 1980. Due to the uncertainties described above, however, we will not be in a position to provide supplementary reports on Items 3, 4 and 5 above until issuance of, at least, the draft PEIS and collection of substantial data from the containment building which can not occur until renoval of the krypton.
