Dear Mr. Counsil:

By letter dated September 26, 1977, we described a' limited boron dilution accident which had occurred at another operating PWR facility and we requested that Connecticut Yankee Atomic Power Company (CYAPCO) perform and submit an analysis of the potential for and consequences of this and other boron dilution incidents at the Haddam Neck Plant. You responded to this concern in a letter dated January 13, 1978, which stated you had re-evaluated all Boron Dilution Incidents which had been analyzed in the Facility Description and Safety Analysis for the Haddam Neck Plant. Your evaluation also concludad that there "is sufficient time available (10 to 15 minutes) for operators to recognize and to terminate the dilution flow before the reactor would go critical."

You are requested to confim that all possible dilution paths were considered in your evaluation and that your operators have at least 15 minutes to recognize and to terminate the dilution flow before the reactor would go critical.

If 15 minutes is not available for the necessary operator action, you should explain how alarms or other distinctive instrumentation would call the operator's attention to the dilution event in such a manner as to prevent an inadvertent criticality. Your response is requested by May 19, 1980.
