This document includes the site REP for the Sequoyah and Browns Ferry Nuclear Plants. This plan was developed to meet NUREG-0654; however, there are various recommendations which are not met in this revised plan.

Some of the items in NUREG-0654, such as prompt notification of the public, are not the primary responsibility of TVA.
In these instances, specific information on the required activities are not included in the TVA-REP because the responsibility lies with State and local agencies and will be included in those emergency plans.
Only those actions required for TVA to fulfill its responsibilities, such as prompt notification of State and local agencies and recommendations for protective action, are included in the TVA-REP.

NUREG-0654 recommends that a near-site emergency operation center and a backup facility be established for each nuclear plant. TVA has established a Central Emergency Control Center which serves all of TVA's nuclear plants. This facility and State and local emergency control centers provide sufficient support. We believe that near-site facilities are an unnecessary duplication.

names and telephone numbers of specific individuals.
This information is included in the implementing procedures which support the TVA-REP.
We have had preliminary discussions related to the NRC review of the TVA-REP with the NRC Emergency Planning Branch.
TVA will provide the support necessary to expedite the review of the TVA-REP to ensure that an acceptable plan can be implemented on a schedule consistent with a full-power license for Sequoyah Nuclear Plant and continued operation of Browns Ferry Nuclear Plant.
Also enclosed is a tabular cross reference between NUREG-0654 and the TVA-REP to aid in your review.
