Dear Mr. Keppler:
Reference (a) transmitted the report of an inspection conducted by Mr. E. Chow, J. Hopkins, and J. Streeter of your office en January 4, March 6-7, 9-11, 1980, of activities at the Quad Cities Nuclear Power Station, Units 1 and 2.
This report and Appendix A to Reference (a), Notice of Violation, indicateo that one item of noncompliance (deficiency) was identified during the inspection.
Pursuant to 10 CFR Part 2, Section 2.201, Attachment A contains our response to the item of noncompliance, which provides the corrective actions taken and-indicates that full compliance is achieved at this time.

Attachment A NRC Docket No. 50-265 The item of non-compliance identified in Appendix A to the NRC letter dated April 21, 1980, is responded to in the following paragraphs.
Contrary to Technical Speci fication 6.2. A. procedurc QTS 150-57, Revision 6, was not adhered to in that valve position verification was not carried out on March 8,1980, to veri fy that test valves 2-1402-33A and 2-1402-338 were locked closed as required.
Corrective Action Taken and Results Achieved Drawing Change Requests were initiated for the Core Spray Piping Diagrams for both Units 1 and 2, to show the inboard locked 3/4-inch test valves as 1402-33A and 1402-33B. Valve tags and valve checklists were updated to show this configuration, which is in accordance wi th QTS 150-S7 Prior to unit startup valves 2-1402-33A and 2-1402-338 were verified to be locked closed.
Outboard valves 2-1402-32A and 2-1402-32B were veri fied closed. The corresponding valves for Unit I were also verified to be in their proper positions.
Corrective Action to Avoid Further Non-Compliance The valve check lists for both Units 1 and 2 IPCLRT (QTS 150-55 and QTS 150-S 7, respectively) were reviewed to assure correctness.
Procedure revisions have been submitted, and will be implemented prior to the next IPCLRT.
