Dear 'Jr. Bland:

This is a summary answer to your recent telephone question regarding the use in the licensing process of Failure Modes and Effects Analysis (FMEA).

In order to get you a quick answer, I canvassed the ten technical review branches in the Division of Systems Safety which is where I would expect most of this work to take place.

Five branches reported they don't use FMEA at all. They are the Core Performance Branch, Mechanical Engineering Branch, Analysis Branch, Materials Engineering Branch and the Structural Engineering Branch. The

replies of the other five branches are attached. As you can see the amount

of usage of this technique varies considerably among the difference techni-cal disciplines. Partly this is because the appropriateness varies among system types and partly because of differences in personal approaches of senior reviewers in the different disciplines.

Also attached are various references primarily the standard format and contents of safety analysis reports for nuclear power plants (NRC Regula-tory Guide 1.70) and the NRC Standard Review Plan (NUREG 75/087).
