Dear Mr. Peoples:

By letter dated August 14, 1978, we informed you that atypical weld wire material may have been used in certain reactor pressure vessels fabricated by Babcock and Wilcox Company. Among those were the Quad Cities Unit 2 and Zion Unit 1 and Unit 2 reactor vessels. We requested that you eval-uate your own cases and administratively apply such pressure-temperature heatup and cooldown limits as may be appropriate.

By letter dated August 18, 1978, you confirmed that such limits had been found appropriate and would be applied.

By letter dated March 1,1979, we advised you that further investigation had confirmed the improbability that such material had been used in your reactor vessels, but that continued application of the interim limits is appropriate until the matter is finally resolved.

This is to inform you that our review and evaluation of the matter has been conpleted. We conclude that the probability that atypical weld wire was used in the reactor vessels for Quad Cities Unit 2 or Zion Units 1 and 2 is very low. We find that the present Technical Specifications on reactor vessel pressure-temperature limits for these > nits provide a sufficient margin of safety, and that the administrative operating limits may be removed.
