Dear Mr. Burstein:
By a letter dated January 28, 1980, Wisconsin Electric Power Company proposed to amend the existing Technical Specifications of Point Beach Nuclear Plant, Unit Nos.1 and 2, for the radiological effluent and environmental monitoring systems, to implement the provisions of Appendix I to 10 CFR Part 50 and the provisions approved by the Regulatory Require-ments Review Committee. The letter indicated that the Offsite Dose Calculation Manual is presently being developed and will be completed by June 1., 1980.
In addition, the letter stated that existing plant procedures fulfill the requirements for a Process Control Program (PCP) for solidification of wastes, and that no further development of additional controls is required.
While the plant procedures may have the type of information we have requested for the control of waste solidification, these procedures usually contain information in greater detail than we need, as well as extraneous information.
We need a document that is specifically prepared for the radiological effluent Technical Specifications (RETS) following the guidance on the General Contents of Process Control Program, Solid Waste Management Systems, Revision 1, February 6,1979, a copy of which is attached as.
Our review of the proposed RETS for the Point Beach Nuclear Plant was based on the model Radiological Effluent Technical Specifications for Pressurized Water Reactors, NUREG-0472, Revision 2, February 1,1980.
Our comments on, and a marked up copy of, the proposed RETS are attached as Enclosures 1 and 4, respectively. The proposed amendment did not include the required Technical Specifications on the liquid holdup tanks, explosive gas mixture, gas storage tanks, soljd radioactive waste, and total dose, and is deficient in the definition of terms, radiological environmental monitoring and administrative controls sections, which are included in the marked up copy. A complete copy of the model RETS is also enclosed (Enclosure 2) for your information to provide guidance on the requirements for Technical Specifications related to environmental monitoring.
