Marble Hill Nuclear Generating Station Units 1 and 2 In accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code M Federal Regulations, Public Service Company of Indiana, Inc. (Pell offers the following updated infomation in response to the items of ncncompliance identified in Inspection Report 50-546/79-25; 50-547/79-25.

This updated infomation fulfills the PSI commitments of its letters of February 5,1980 and March 10, 1980.

Items of Noncompliance (50-546/79-25-01 and 50-547/79-25-01)

Marble Hill PSAR Chapter 1, Section 1.7 commits to the intent of Regulatory Guide 1.38 (Ma rch 16, 1973) and therefore to ANSI N45.2.2 (1972) Section 6 which states in part that levels and methods of storage necessary are defined to minimize the possibility of damage or lowering of quality due to corrosion, contamination, deterioration or physical damage f rom the time an item is stored upon receipt until the item is removed f rom storage and placed in its final location. And that items released f rom storage and placed in their final locations within the power plant, shall be inspected and cared for in accordance with the requirements of the Section of this standard, and other applicable s t a nd a rd s.

The Marble Hill Nuclear Generating Station Construction Management Manual Procedure 4.2 addresses the requirements of ANSI N45.2 regarding storage, maintenance and handling.

Cont rary to the above, PSI has not suf ficiently implemented its material cont rol program related specifically to storage and maintenance at the Marble Hill Plant site. The folh ?ing items are examples of those detailed in this re po rt.

Improper / inadequate storage of material; (1) reactor coolant loop stop valves and main steam isolation valves, stored J

outdoors (Level D) which should have Level B (indoor-heated, I

temperature controlled) for motors or Level C (indoor) for valves as a minimum with no motors.

(2) The neutron detector positioning device assembly was stored outdoors (Level D) although the manufacturer recommended indoor (Level C) for

storage, b.

Improper / inadequate maintenance of material; (1) several steam generator maintenance records and actual pressure readings were below the minimum and above the maximum recommended by the Nuclear Steam System supplier.

(2) The neutron detector positioning device assembly requires periodic maintenance at receipt and yearly thereafter by the manufacturer. This assembly has been on-site for over eighteen (18) months; however, no maintenance has been performed.

A Material Management Plan has been developed identifying j

objectives of the Material Management Organization including a schedule for implementing action. These implementing actions will complete the development of the PSI Material Management Program which is scheduled to be fully implemented by July 15, 1980.

The following actions relative to implementing the program have been performed:

a. PSI has conducted a review of the PSI purchased Category I equipment and material on-site with respect to proper storage

and material maintenance criteria. As a result of this review, cont ract ors were formally issued storage, handling and t

maintenance instructions on March 24, 1980 for on-site PSI purchased Category I equipment and material.

These inst ructions include appropriate criteria for storage and maintenance, and provide the basis for Quality Assurance Surveillance Checklists.

Project Management Procedure 6.03, " Storage, Handling and Maintenance of PSI Stored Material" has been issued and provides the instructions to insure that proper storsge and maintenance criteria are prepared and transmitted to the contractor as new equipment and material arrives at the site.

b. Project Management Procedures 6.02, " Receiving of PSI-Purchased Material" and 6.03, " Storage, Handling and Maintenance of PSI Stored Material" were issued on February 27, 1980 and March 3, 1980 respectively. These procedures define PSI Material i

Management's responsibility in support of the Marble Hill I

c. A program is being established with the contractors having responsibility to store and maintain PSI purchased equipment and material to insure the following:

(1) An appropriate interface and dialogue exist between the contractors and PSI concerning Material Management matters.

(2) Proper surveillance is being performed by the contractors.

4 (3) Proper and expedient action is taken to identify and "close-i out" open items identified as a result of a surveillance.

d. Contractors are being instructed to perform weekly surveillance of their laydown and warehouse areas, and submit a weekly report to PSI.

This report serves as the agenda for weekly meetings between the appropriate contractor and PSI to discuss Material Management matters.

Initial meetings explaining the program have been completed with the three major contractors, (civil, mechanical and electrical) and the program is in place.

Initial meetings for the remaining contractors (NSSS Erector, HVAC) are planned for the week of March 30, 1980.

The Material Management Organization is disided into two areas:

Material Management Information Systems a.

Site Storage and Maintenance Each area is under the direction of a Supervisor reporting to the Material Manager who reports to the Project Controls Manager.

Presently, PSI has filled the positions of Supervisor-Material Management Information Systems and Supervisor-Site Storage and Maintenance with permanent PSI employees with appropriate comme rcial nuclear, and material management expe rienc e.

The position of Material Manager is scheduled to be filled starting April 7,1980 by a recently-hired permanent PSI employee with appropriate commercial, nuclear, material management and supervisory experience.

In support of the Supervisor-Site Storage and Maintenance, PSI has three (3) Material Management Engineers on-site with an additional Material Management Engineer scheduled to join the ef fort Monday, March 31, 1980.

PSI plans to add three (3) additional Material Management Engineers to this staff by May 10, 1980.

In support of the Material Management Information Systems Supervisor, PSI has one (1) Material Management Engineer on-site, and one (1) Consultant.

PSI plans to add two (2) additional Material Management Engineers by May 10, 1980.

Since November, 1979, PSI has increased its Level B storage capability by 20,000 sq. ft. th ruugh the addition of an on-site warehouse completed on March 10, 1980. An additional 31,860 sq.

ft. of Level B storage is presently under construction and scheduled to be available May 10, 1980. As an interim measure, 1

50,000 sq. ft. of Level C indoor storage was acquired and is presently being utilized.

It is anticipated that this increase of j

51,860 sq. ft. of Level B storage capability will address PSI's storage needs.

The need for adequate storage will remain under continuing evaluation, and any further needs will be addressed as i
