ENCLOSURE 1 Public Service Company of Colorado Fort St. Vrain Nuclear Station Docket No. 50-267/80-02 NOTICE OF VIOLATION Based on the results of an NRC inspection conducted February 1-29,.1980, it appears that certain of your activities were not conducted in full compliance with the NRC requirements as indicated below:

Technical Specification AC 7.4 requires that writtAn procedures, "be established, implemented and maintained covering.
the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, November 1972."
AD>i-13, Administrative Procedure for Technical Specification Surveillance, states in Section 2.5.d) that the test conductor "is responsible for assembling test equipment, special tools and other items specified by the test procedure and identifying them in Section 3.0 of the SR."
Contrary to the above, the test conductor failed to identify the test equipment used during the performance of Linear Power Channel Scram and RWP Calibration Surveillance Test SR 5.4.1.1.4c-d for the dates of January 5 and 6, and January 7 and 8, 1980.
This is a deficiency.

Appendix B, 10 CFR 50, Criterion VI, Document Control, statas in part that measures shall be established to assure that procedures, including changes thereto, are approved for release by authorized personnel and are distributed to and used at the location where the prescribed activity is performed. The licensee's approved QA plan, Final Safety Analysis Section B.5.6 states in part. "the documents which are distributed on a controlled basis are assigned to a particular individuals or work stations and are kept up-to-date.
Changes to these documents will be issued on a controlled distribution basis.
Procedures and instructions will be available at the general locations where the prescribed activity is being performed."
Contrary to the above, the inspector found that the following calibration procedures were performed utilizing outdated procedure revisions:
