Reactor Building Entry - TMI-2 This is in response to a letter from G. Hovey (TLL-166) dated April 8, 1980, subject as above.

We have reviewed the documentation provided in this letter which shows that the containment atmosphere presently contains approximately 12.8% oxygen (normal 02 level is 20%). This relatively low 02 level is hazardous but not life threatening.

Our review also shows that you do have a contingency plan to provide for the timely rescue of an incapacitated or injured entry team member.

Based on the information presented approval is hereby granted to make one entry into the TMI-2 reactor building.

It is my understanding that you wish to make the entry on Thursday, April 24, 1980.

I expect that early notification will be made tn PEMA, Dauphin County Civil Defense and other local elected officials prior to the entry.
