V September 27, 1977 FRELIMINARY NOTIFICATIO!! 0F EVENT OR UNUSUAL CCCURRENCE--FNO-77-172 This preliminary notification constitutes EARLY notice of an event of POSSI3LE safety or public irterest significance. The inferration presented is as initially received without verification or evaiustion and is basically all that is known by IE staff on this cate.

Indian Point Unit Nos. 2 and 3 Buchanan New York (DN 50-247 and DN 50-286)

REACTOR TRIPS DUE TO 1.IGHT141N#. STORM Indian Point Unit Nos. 2 and 3 tripped from 100 and 91 percent power respective-ly at 3:28 p.m.. September 26, 1977. The trips resulted from spurious signals in the Reactor Protection Systems of both units. The spurious signals were caused by electrical disturbances in the Buchanan substation resulting from a severe lightning storm in the area.
Both units responded properly to the trip signals snd shutdown safely. The powe supply to the reactor coolant purps transferred from onsite to offsite pcwer as designed without interruption of coolant flow.
Unit Nos. 2 and 3 were returned to service at 5:45 p.m. and 10:41 p.m..
Sectsmber 26. 1977 respec tively. Unit 3 startup was delayed to perform maintenance on an instrument channel.
The licensee reports that an eight percent voltage reduction followed by selective lead shedding was initiated by Con Ed to accomodate loss of gener-ating capacity and to avert a system blackout.
A Region I inspector is at the site reviewing in detail the system response to the electrical disturbance.
The State of New York has been inf6'r:ned. There has been news media coverage of the event. Con Ed officials have held discussions with members of the press.
