Dear Mr. O'Reilly:
Brunswick Steam Electric Plant has reviewed IE Inspection 50-324/80-8 and 50-325/80-8 and finds that it does not contain any information of a proprietary nature.
The report identified one item that appears to be in noncompliance with NRC requirements. This item and Carolina Power & Light Company's response are addressed in the following text:
Infraction As required by Section 7.1.1 - Local Area Evacuation of the Brunswick Steam Electric Plant - Emergency Plan, " Generally, personnel shall evacuate the local area where an area radiation alarm or airborne activity alarm is received and considered abnormal and unexplained by operations personnel... personnel not members of the shift operations crew shall evacuate to the primary assembly area, where a head count of personnel accounting will be made, dose determi-nations made and personnel monitored for contamination as necessary."
Contrary to the above, on February 14, 1980, following Unit 2 reactor trip and evacuation of the reactor building, a head count of personnel in the reactor building was not promptly made as required by the emergency plan, and some personnel remained in the reactor building for as long as forty-three minutes following the evacuation.

Security Instruction S1-18 has been revised to require a roll call print-out within 5 minutes of a vital area evacuation and every 5 minutes thereaf ter until all people are accounted for. RC&T is to be kept informed of the accountability status.
The speaker system at the plant has been evaluated and several areas were determined to be inadequate in providing audible information, such as the Modifications are in progress to install additional speakers evacuation alarm.
in those areas to assure 100% plant audibility. These modifications will be complete before each unit's startup from the 1980 refueling outages, in progress on Unit 2 and scheduled for April 28, 1980 for Unit 1.
A codification which will cause the alarms to be broadcast at the maximum speaker volume, independent of the speaker local volume control, is being developed and should be opera-31, 1980. Until the time when the additional speakers are tional by December installed, a weekly check is being made to assure that the local speaker volume controls are set for an adequate volume in all areas.
