VIRGINI A ELECTRIC AND POWER COMP ANY. RICHMOND, VIRGINI A 23268 March 31, 1980 Mr. Harold R. Denton, Director Serial No. 231A Office of Nuclear Reactor Regulation P5 ESC /CES:adw:mc Attn: Mr. O. D. Parr, Chief Light Water Reactors Branch No. 3 Docket Nos. 50-404 Division of Project Management 50-405 U. S. Nuclear Regulatory Commission Washington, D. C. 20555
Dear Mr. Denton:
Our letter, Serial No. 231, dated April 6,1979 transmitted 40 copies of the report titled " REPORT ON THE CONSTRUCTION SETTLEMENT MONITORING PROGRAM FOR NORTH ANNA NUCLEAR POWER STATION-UNITS 3 AND 4, VIRGINIA ELECTRIC AND POWER COMPANY" dated April 2, 1979. The report addressed each of your concerns outlined in your letter of October 6,1978 relative to the development of a construction settlement monitoring program for all seismic Category I structures for North Anna Units 3 and 4.
Section 6.0
" Submittal of Data" of the April 2,1979 report specified that all settlement data obtained for Category I structures during construction will be submitted annually.
The first annual report titled " ANNUAL UPDATE REPORT-1980 ON THE CONSTRUCTION SETTLEMENT MONITORING PROGRAM FOR NORTH ANNA POWER STATION-UNITS 3 AND 4, VIRGINIA ELECTRIC AND POWER COMPANY" has been prepared and we are forward-ing 40 copies for your information.
As stated in the ANNUAL UPDATE REPORT-1980, construction activities were limited during 1979 and no additional settlement monitoring points were installed during this period.
At present, the Service Water Pump House (SWPH) is the only Category I structure being monitored and the data contained in the ANNUAL UPDATE REPORT-1980 is limited to that structure.
Construction of the remaining Category I structures has generally not progressed beyond foundation placement.
The settlement monitoring points for these structures will be installed when construction is resumed.
Due to the limited amount of data obtained during the present period of con-struction inactivity, we do not anticipate forwarding a second update report to i
you until 1 year after construction is resumed and annually thereafter.
Settlement monitoring of the SWPH will continue during this period and other Category I structures will be monitored as monitoring points are installed during construction.
The data obtained will be included in the secon,d update report.
