FEB 0 31980 MEMORANDUM FOR:

Frank Young, Acting Assistant Director for Program Development Office of State Programs FROM:

Donald A. Nussbaumer, Assistant Director for Material Safety and Licensing Division of Fuel Cycle and Material Safety, NMSS

SUBJECT:

INFORMATION REQUEST FROM WILLIAM SCANLON Due to the volume of licensing actions and related correspondence, it would not be feasible to add Mr. Scanlon to the distribution list for all correspandence regarding licensing in our area. Nor would we be able to determine precisely what licensing actions would or would not in some general way impact the State of Michigan. We suggest that perhaps Mr. Scanlon's request should be discussed with the Division of Technical Information and Document Control to determine the distribution of regulatory and technical reports prepared by NRC staff and con-tractors that could be provided to Mr. Scanlon on a routine basis.

We agree with your observation that most of the information he apparently desires is already being distributed to the State.

In any event, in order for us to fully comply with Mr. Scanlon's request, the documents he wishes would have to be identified in a very specific manner, as opposed to the all encompassing request contained in his letter.

The Material Licensing Branch, NMSS, provides copies of all licenses issued to applicants in the State of Michigan to the Department of Public Health. We suggest that if the requestor desires these types of licenses that he coordinate his request with the Michigan Public Health Department.

With reference to Subparagraph 2, page 3, regarding transportation of radioactive waste from commercial power reactors or research reactors located in Michigan or elsewhere, we are forwarding under separate cover a list of licensees authorized to pick up radioactive waste from licensed facilities in the United States, including Michigan.
