LICENSE AMENDMENT APPLICATION DATED OCTOBER 16, 1979
Background
VEPC0 is authorized under NRC Materials License No. SNM-1801 to possess fuel and accessories for eventuhl use in the VEPC0 North Anna Power Station, Unit 2.
The subject October 16, 1979, application requests that the license expiration date be extended, and that existing license conditions requiring a center-to-center minimum spacing of 21 inches be' ween stored fuel assem-c blies be deleted to permit VEPCO to use high density storage racks which provide a center-to-center spacing of 14 inches.
General Delays associated with construction and licensing of the facility are such that an operating license will not be issued for the facility prior to the December 1,1979, scheduled expiration date of SNM-1801.
(The license is currently in effect under the timely renewal provision of 10 CFR 70.)
Radiation Safety and Environmental Considerations Extension of the license expiration date and approval of the storage of fuel assemblies in the spent fuel pool on 14-inch centers do not change any of the previously approved radiological safety parameters, nor does it affect previous environmental considerations.
Nuclear Safety The storage of fuel assemblies in the spent fuel pool at a 14-inch center-to-center spacing has been approved for the North Anna Power Station, Unit i by Amendment No.14 to Facility Operating License NPF-4 issued August 17, 1979. The spent fuel pool has been filled with water which will provide some measure of shielding between assemblies, i
