50-508 and 50-509 Mr. R. H. Engelken, Director U.S. fluclear Regulatory Commission Suite 202, Walnut Creek Plaza 1990 N. California Boulevard Walnut Creek, California 94596

SUBJECT:

WPPSS NUCLEAR PROJECT N05. 3 & 5 IE BULLETIN 79-25, " FAILURES OF WESTINGHOUSE BFD RELAYS IN SAFETY-RELATED SYSTEMS"

Dear Mr. Engelken:

This letter is in response to your request for information on the subject IE Bulletin as it applies to the WNP-3/5 projec ts.

Our records show that the only specification that calls for relays is specificatio'n 3240-059, " Control Board and Panel Specification," and that does not specify Westinghouse type BFD/NBFD relays.

Ebasco, the A/E for the projects, has informed all concerned contractors and subcontractors that the subject relays are not permitted for safety related control systems and that any substitutions of presently specified relays with this type of relay will not be accepted.

Very truly yours, eO N p
