McGregor of this office on December 3-7, 11-13, and 19-20, 1979 of activities at the Davis-Besse Power Station authorized by NRC Operating 1.icense No. NPF-3 and to the discussit , of our findings with you at the conclusion of the inspection. The enclosed copy of our inspection report identifies areas ex mined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records. observa- tions, and interviews with personnel. During this inspection, certaiu of your activities appeared to be in non- compliance with NRC requirements, as described in the enclosed Appendix A. Th;s notice is sent to you pursuant tc the provisions of Section 2.201 of the Nur's " Rules of Practice," Part 2, Title 10, Code of Federal Regula- t i o rm . Section 2.201 requires you to submit to this of fice within twenty days of your receipt of this notice a written statement or explanation in reply, including for each item of noncompliance: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved. As discussed with you this was a special inspection to review the effec- tiveness of your QA program in selected areas for both past and ongoing activities. While the items of noncompliance and unresolved items iden- tified during this inspection taken individually, are not considered sig- nificant the examples indicate that further management attention in these areas is needed. We will continue to review the effectiveness of your QA program during future inspections.
