Mr. James G. Keppler Director, Region III Office of Inspection and Enforcement U. S. Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, Illinois 60137

Dear Mr. Keppler:

Clinton Power Station Units 1 & 2 Docket Nos. 50-461 and 50-462 Construction Permit Nos. CPPR-137 and CPPR-138 The potential reportable condition of which you were verbally notified on 1/28/80 has been reviewed and determined to be covered by the intent of 10CFR50.55(e).

The tentative classification has been determined to be in accordance with Paragraph (i), "A break-down in any portion of the quality assurance program conducted in accordance with the requirements of Appendix B."

Our investigations to date indicate that some CPS control room termination cabinets appear to have defective plug welding on the swinging dividers.

We do not however, have sufficient information

~

at this time to determine the full extent of the problem, the appropriate corrective action, or a program for prevention of re-currence.

Because of the insufficient information described above, you are advised that this is to be considered an interim report in accordance with the provisions of Subparagraph (3) of 10CFR50.55(e).

We expect to file a complete report in approximately ninety days.

Sincerely, J. Koch ice President GEW/jh Yt.Y g \\JN C
