Dear Mrs. Manfred:
Your letter to Mr. Denton expressing your concern about the release of radia-tion from the Three Mile Island nuclear station has been referred to me for response.
I regret that this answer has been delayed. The accident and its consequences have created a substantial increase in the agency's workload, which has prevented us from responding to you as promptly as we would have liked.
A team of investigators from the Nuclear Regulatory Corriission, the Environ-mental Protection Agency, and the Department of Health, Education and Welfare calculated the doses to the people living within 50 miles of the Three Mile Island site and estimated the number of new cancers that would result from the exposure to the radioactivity that leaked out of the plant.
The team reported their work in a report entitled " Population Dose and Health Impact of the Accident at the Three Mile Island Nuclear Station" (NUREG-0558). They con-j cluded that the offsite collective dose associated with radioactive material i
released from March 28 to April 7,1979, represents minimal risks (that is, a very saall number of additional health effects to the offsite population).
Enclosed for your infonnation is the summary of NUREG-0558.
I With regard to your concern about the release of radioactive gases from the i
reactor building of TMI Unit 2, such releases are not currently permitted.
Metropolitan Edison Company has submitted to NRC a " Safety Analysis and Environ-mental Report" (November 12,1979) in which it evaluated alternative methods for the disposal of the krypton gases, such as venting and cryogenic processing.
Before authorizing venting or any other disposal methods of the krypton gas, NRC will prepare an environmental assessment to determine potential environmental effects of the alternative methods and will request public cormients on the i
assessment.
The Conaission has also decided that concerned citizens should be given the opportunity to present their views orally at a public meeting prior to any approval of proposals to dispose of radioactive gases in the TMI Unit 2 reactor building.
By this course of action, we will assure that a thorough assessment is completed prior to disposal of the contaminated gases and that the health and safety of the offsite population will be protected.
