JAt' 21 1980 Mr. Edgar A. Cadwallader LICON Washington Representative 4406 Mahan Road Silver Spring, Maryland 20906

Dear Mr. Cadwallader:

Thank you for your letter to Commissioner Hendrie, which was referred to me for response, concerning a mailgram you sent last April. The heavy workload associated with the accident at Three Mile Island and its consequences ac-counts for why the mailgram was not answered.

The liquid waste disposal equipment you described should be proposed to Metropolitan Edison Company. Metropolitan Edison, rather than the Nuclear Regulatory Comission, is responsible for equipmant that safely handles radioactive waste water. As a regulatory agency, the NRC reviews equipment selected by the utilities to ensure that the plants are constructed and operated safely.

We appreciate your interest in cleanup operations at Three Mile Island.

Sincerely, I
