Dear nr. Arnold:

nte

Subject:

Reactcr Building Water Level (h

s r

In examining the T!!I-2 daily plant status reports for t$e N8dMf8 months (Octocer 1979 to present) we noticed that the Pcactor Building water level has been " hovering" at about the 290 feet elevation level or approximately 7.5 feet above tne floor levai. The water level never seems to vary by more taan a few inciws. We are concerned that there has been no observed significant change in water level as a result of tne RCS leakage increasing the sump inventory. We would like you to evaluate this and provide us with an explanation.

Cased on the data observed during the acnths of July and August. 1979, we had projected tnat tne sump level ' ould approach the 290.5 feet elevation by mid Hoves.ber 1979. This has not occurred. Although the actual sump level may be higher than indicated, due to an error of as.n.uch as six inches, w do not tnim. it has any bearing tecause it is nost likely a systematic error.

It is possible that leakage into the Aux:liary Building sump may consist of possible leakage from tne RCS makeup system, Nd hence possibly mask the actual RCS lea rate value. This possiole conditMn or any other source that may affect containment water level snould be considered in your evaluation.

In your response also toclude your project.i Reactor Suilding water level rise expected witnin the next several months cased on best-estimated average RCS leak rate into tne containment.

~

Sincerely.
