Dear Mr. Wilson:
We have reviewed your letter of December 11, 1979 (GQL 1522) which included a draft copy of your proposed Organization Plan. As you may know, our normal requirements are that licensee organizational and management structures responsible for facility operation and technical support be shown in the technical specifications and that changes to these approved organizational and management structures cannot be affected without prior NRC approval and issuance of a license amendment.
For the recovery phase of operations at TMI-2, we concur with the concept presented in Section 1.0 of your plan that future changes will have to be made and should be affected in a timely manner. We believe that the goal of responding in a timely manner to your proposed organization changes can be achieved; however, to maintain the regulatory controls we believe are necessary, we require that Section 2.1.3 of your plan be revised to state:
" Changes to the Organization Plan shall be approved by the NRC prior to implementation". With the incorporation of this change, we find the Organization Plan, the TMI Generation Group Organization (Figure 1.1), and the TMI-2 Organization (Figure 1.2) presented in your letter of December 11,1979 (GQL 1522) acceptable.
