Our review has disclosed no instances "it which a utility perforr,ed or authorized an action det-rc= ental to public health c.nd safety for the purpose of reducing expenditures".
As noted in Skc,vholt's ecsorandu=, we are aware of the prudent fiscal canagement by c.est utilities.
In no instance hcraever vere ve able to discern actions by utilities that meet the criteria set forth by Skovholt.
