Your memorandum of November 2,1978,-requested IE input for the Commission relative to financial qualifications of the licensees.

We have surveyed the regions and have not identified any instance "in which a utility performed or authorized an action detrimental to public g

health and safety for the purpose of reducing expenditures." As noted in your memorahdum, we are aware of instances where prudent fiscal management by utilities have been exercised however, we were unable to L

discern actions by utilities that meet the criteria set forth in your t

memorandum.
