OBSERVATIONS RELATING TO PERSONNEL, PROCEDURES, AND ORGANIZATIONS RESULTING FROM TMI Enclosed for your consideration is a memorandum from R. H. Wessman, an inspector in our Region II office, which outlines his observations regarding the TMI accident. Mr. Wessman's observations reflect his experience.in the Navy Nuclear Program, and as an engineer with the Babcock and Wilcox Company, as well as a reactor inspector.
Based on our review of the enclosed information, we have concluded that these observations may provide additional insight for planned or ongoing effort in each of your organizations. provides our under-standing of the NRC organization with the primary responsibility for the identified activity, along with the proposed action for several of the items.
However, we recognize that some items may also fall under the responsibility of other organizations.
We recommend that those organizations that have primary or secondary responsibility for the activity associated with each of the items in the enclosed memorandum consider the relatad information in connection with their review and upgrading of NRC programs as a result of the TMI accident.
Either I or other members of my staff, including Mr. Wessman, will be pleased to assist you in this regard.
