Impact Appraisal (EIA) has been found to be deficient with respect I

to the fundamental factors the Commission indicated would be con-sidered in all environmental impact statements for increasing spent l

fuel storage.

I Source of Information: Staff discussions with OELD indicate that the standardized wording used in the EIAs issued to date do not neces-sarily apply to subsequent licensing actions of this type and there-fore may not demonstrate that adequate consideration has been given to the five factors identified in the Connission's notice in the l

Federal Registor of September 16, 1975. Accordingly, OELD has concnitted to providing additional guidance with respect to the manner j

in which those factors should be addressed.

Probable Impact:

A delay will occur before the final deten ne aaoe on tuo Oconoe Unit 3 spent fuel storage expansion.:ination can Sinilar action may be necessary on the Indian Point 2 EIA which is presently being reviewed by OELD.

Course of Action _: Commence a rewrite of the EIA to address the five factors in more detail while awaiting additional guidance from OELD.

Note:

ACRS has recently indicated interest in the overall spent fuel storage situation.
