In response to TAR ORB-1-119 we have reviewed the prccedures described in the letter from Duke Power Company dated December 26, 1974 j
to detennine (a) if they fulfill the intent of the current Oconee j-Technical Specifications (TS) and (b) if the Oconee TS, in respect to procedure review and approval, meet the intent of the Standard TS being issued.

We have concluded that:

(a) The procedures described in the Duke Power Company letter dated Decenber 26, 1974 comply with Section 6.1.2.1.d.1 of the Oconee TS. We consider that this specification means that the Station Manager or his designate is the sole detenninate in deciding which procedures shall require review by the Station Review Comittee.
Therefore, we consider that their actions are within the TS.
(b) The mechanism described in the Oconee TS for procedure review does not_ comply with the intent of the Standard TS now being issued.
i (c) The current Administrative Section of Oconee TS dealing with the review and approval of safety related procedures is inadequate.
We understand that Duke Power Company has been requested to submit I
a proposed revision to Section 6 of their TS for the Oconee facilit;y to confom to the Standard TS Section 6.
We recommend that the deficiencies noted above be corrected as part of this action.
