REVIEW 0F THE THI-I RESTART REPORT SUBMITTED BY METROPOLITAN EDIS0i1 COMPANY We have reviewed the subject report and subsequent amendments, and find that we need the following additional information to complete the draft SER on the THI-l restart.
1.
Detailed design features of Fuel Handling Building environmental barrier (a meeting is scheduled with the licensee on this subject on November 16,1979).

Provide the statement describing that the THI-2 decontamination and restoration operations will neither depend upon the TMI-l radwaste systems nor will be interconnected with the TMI-l radwaste systems.

Provide the Tiil-1 sump pumping and sampling procedure (S0P Z-33) for industrial waste treatment facilities.
5.
Provide the revised. figure 7-1 " Station Discharge" indicating sample points, in-line radiation monitors, and applicable unit numbers on the equipment.
6.
Conformability of the plant ventilation systems with fiUREG-1.52 and flVREG-1.140, and leak-tight testing procedures for the ventilation systems.
7.
Lessons Learned Items of Short-tem Reco:miendations System integrity for high radioactivity (not provided).

Fire damage was limited to the printed circuit boards inside the affected module with some smoke and soot damage to the control roem panel.
The damaged madule has been replaced and the control room panel cleaned.
No items of noncompliance were identified.
7.
Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of noncompliance or deviations.
Unresolved items disclosed during this inspection are dis. cussed in paragraphs 2.a, 3.a, and 4.
8.
Exit Interview The inspector met with the licensee representatives (denoted in paragraph
- 1) at the conclusion of the inspection on July 19, 1979.
The inspector summarized the purpose, scope and findings of the inspection.
The licensee concurs with the inspection findings.
