Dear Sir:

My letter of June 26, 1978 submitted the Oconee 1 Cycle 5 reload report (BAW-1493) and proposed Technical Specification changes for operation of Cycle 5. This letter supplements the information provided in my initial submittal.

An analysis of the core thermal-hydraulics of Cycle 5 with'out orifice rod assemblies (0RA's) installed has been conducted and is described in BAW-1493, Revision 1, "Oconee Unit 1, Cycle 5, Reload Report" (Attachment 1). This analysis justifies the operation of Cycle 5 without ORA's in the core, and it is proposed to delete the ORA's from the Cycle 5 core.

Technical Specifications previously proposed for Oconee 1, Cycle 5 have been reviewed, and it has been confirmed that they continue to be valid for the core configuration without the orifice rod assemblies. The existing RC pump monitor trip for loss-of-one pump, however, is not necessary becuase the revised thermal-hydraulic analysis for the flux-flow trip setpoint is performed using the two-pump coastdown with appropriate margin for the rod bow penalty (Section 6 of BAW-1493, Revision 1) . Therefore, it is proposed to eliminate the RC pump monitor trip for loss-of-one-pump for Oconee 1 Cycle 5.

Attachment 2 contains the additional pages proposed to be revised with this license amendment.

On June 8, 1978, Duke Power Company filed a request for exemption from 10CFR 50, 550.46 for Oconee Unit 3 based on a staff request. It continues to be our position that the Oconee ECCS is currently acceptable and wholly in conformance with 10CFR 50, 550.46. However, in response to a_ staff request and pursuant to 10CFR 50, 550.12, it is hereby requested that an exemption be granted to the provisions of 10CTR 50,150.46 and that Oconee Unit 1 be licensed to operate at full rated core thermal power (2568 MWe).

The information contained in this letter is considered to supplement my submittal of June 26, 1978, and the exemption request has been determined not to require a license fee. Therefore, no additional license fees are provided.
