Dear Mr. Rusche:
My letter of December 31, 1976 submitted a report entitled, " Response to Appendix A to Branch Technical Position APCSB 9.5-1, " Guidelines for Fire Protection for Nuclear Power Plants Docketed Prior to July 1, 1976." At that time, however, as stated in my letter, Section C, " Quality Assurance Program" of Appendix A to BTP APCSB 9.5-1 was not addressed. The purpose of this letter is to provide information supplementing our December 31, 1976 submittal relative to the quality assurance program for fire protec-tion at Oconee. Duke Power Company's topical report number DUKE-1-A, " Quality Assurance Protection", describes the quality assurance program applied to nuclear safety-related structures, systems and components pursuant to Appendix B to 10CFR50. Section 17.2 of the topical report addresses the operational quality assurance program. With regard to fire protection at Oconee, an operating nuclear station, the program identified in Section 17.2 of DUKE-1-A for nuclear safety-related structures, systems and components will be applied with one exception. Section 17.2.4 states that the Quality Assur-ance Department reviews purchase requisitions to assure that applicable quality requirements including vendor documentation requirements and appli-cable 10CFR50 Appendix B requirements are adequately incorporated into the purchase document (s). For procurement of fire protection related items, quality assurance requirements, including requirements concerning vendor qualifications and/or auditing, will be established by cognizant technical personnel. The requisitions will subsequently be reviewed by the Quality Assurance Department to determine what action (e.g., vendor surveillance) may have been requested by the requisitioner. Requisitions for items which are both fire protection related and nuclear safecy-related will, of course, continue to be controlled pursuant to the criteria for nuclear safety-related items. 2319 wyoyof
