Dear Mr. Giambusso:
We have reviewed your letter of October 9, 1973 concerning anticipated transients without scram (AIWS) and WASH-1270, " Anticipated Transients Without Scram for Water-Cooled Power Reactors," September, 1973. Appendix B to WASH-1270 identifies status of plants as of July 1, 1973; we concur that Oconee Units 1, 2, and 3 are in Category "C."
Babcock & Wilcox has a topical report (BAW-10016, " Analysis of Anticipated Transients Without Trip," September, 1973) on file with the AEC regarding the analyses of this type of transient. We are informed that B&W has initiated discussions with the regulatory staff on further efforts to meet the criteria set forth in the WASH-1270. When B&W and the AEC regulatory staff have reached agreement on additional analyses necessary to satisfy the ATWS criteria, a second report will be prepared and adopted as a part of the Oconee application by amendment to the Final Safety Analysis Report.
Because B&W is discussing ATVS on a generic basis with the regulatory staff, it is our understanding during this generic review, questions on ATWS will be submitted by the AEC directly to B&W. We have made arrangenents to be informed by B&W on progress of their analyses and of their discuasion with the AEC.
