Dear Mr. Giambusso:

Section 1.2.8 of the Oconee Nuclear Station Technical Specifications states that the time between normal refuelings of the reactor should not exceed 18 months without prior approval of the AEC.

Initial fuel loading of Oconee Unit 1 commenced on February 9, 1973; the 18 month interval would extend to August 9, 1974.

Startup and power escalation have resulted in low initial fuel utilization.

Based on current burnup dato and a projected capacity factor, Oconee Unit 1 may be operated until approximately November 1, 1974 without exceeding the operating limit of 7500 effective full power hours established by Technical Specification 3.11.1 for the first core.

It is our understanding that the 18 month refueling period set by Section 1.2.8 is intended to assure that surveillance requirements identified in Section 4 of the Technical Specifications, which are specified as to calendar interval, are performed at intervals not exceeding 18 months.

For Oconee Unit 1, all surveillance specified as to calendar interval has been performed such that the 18 month interval will not be exceeded.

Therefore, we request that the Oconee 1 initial fuel cycle be extended to allow the first reactor core to be operated up to 7500 effective full power hours. We expect fuel loading for Ocor.ee 1 to begin approximately November 1, 1974.
