_I.A.a Core Imbalance The limits of +5 percent and 210 percent imbalance in Operating Procedure OP/1/A/1102/4, " Operation at Power," provide a margin of conservatism within the imbalance limits specified in the Oconee Technical Specifications. To preclude future situations where these operational limits are more con-servative than the Technical Specification limits, operational limits will be redefined as operator guides or will be changed to limits which are compatible with those contained in the Technical Specifications.

In this particular procedure, the power imbalance limits of +5 percent and -10 percent have been changed to the Technical Specification limits. An operating guide which is approximately 1 percent within the Technical Specification imbalance limits has 1so been, defined.

I.A.b Radioactive Waste Drumming Since the AEC/R0 audit ending on March 1,1974, a procedure, OP/l&2/A '1104/28, has been written and approved for operation of the radioactive waste drumming facility. This procedure includes health and safety aspects of operation of this facility.

The limits and precautions section provides that all work in the drumming area shall be done under an approved radiation work permit, which specifies the health physics precautions which must be taken in th'e drumming operation, including requirements for contamination protective equipment, personnel dosimetry, respiratory equipment, and allowable stay times.

I.A.c Main Steam Relief Valve Tests Procedure PT/0/A/0270/34, " Main Steam Relief Valve Setpoint Tests," has been revised to provide sign-off blanks to document that communications are established with the control room, that the prerequisite conditions are fulfilled, and that the Assistant Maintenance Engineer has reviewed the results of this test. Additionally, a review will be made of all maintenance procedures to assure that they meet the requirements of the Stcom Production Department Administrative Policy Manual for Operational Quality Assurance of Nuclear Stations.

It is anticipated that this review will be completed by May 1, 1974.

I.A.d Failure to Implement QA at Keowee The Keowee Hydro Station, which supplies emergency power to Oconee Nuclear Station, is under the operational control of the Operating Department, and j

Oconee Nuclear Station is under the Steam Production Department. Therefore, i

to assure that the design of Oconee is not degraded by uncontrolled modifi-cations to Keowee, an interface plan between the Operating Department and Oconee I;uclear Station is being developed, and will be available by May 1, 1974. The plan will require that caintenance and modification activities at Keowcc on safety-related systems, structures, and components will be done in j

j accordance with written, approved procedures.

reviewed by the Oconee Station Revian Committee and approved by the Oconee Superintendent prior to the.. work activity.

l In order to assure that items at Keowee Hydro Station are properly classified as saf ety-related or non-safety-related, a list of. safety-related structures, j

In effect, modifi-l cations and maintenance on safety-related systems at Keowee will be handled in a similar manner to those at Oconee.
