_ NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment Nos. 60, 60 and 57to Facility Operating Licenses Nos. DPR-38 DPR-47 and DPR-55, respectively, issued to Duke Power Company which revised Technical Specifications for operation of the Oconee Nuclear Station Unit Nos.1, 2 and 3, located in Oconee County, South Carolina.
The amendments are effective February 8,1978.

These amendments revise the Technical Specifications to permit on a one time basis, the Unit 3 Reactor Building Valve 3RSS to be inoparable for 72 consecutive hours. This valve had failed during a surveillance test and an emergency Technical Specification change was requested by the licensee which would permit continued full power operation of Unit 3 while for 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> while the valve was repaired.
The application for these amendments complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.
Prior public notice of these amendments was not required since the amendments do not-involve a significant hazards consideration.

to 10 CFR 551.5(d)(4) an environmental impact statement, negative declaration, or environmental impact appraisal need not be prepared in connection with issuance of these amendments.
