DOCKET NOS. 50-269, 50-270 AND 50-287 DUKE POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING L ICENSES The U.S. Nuclear Regulatory Commission (the Commission) has issued Amendment Nos. 50, 50 and 47 to Facility Operating License Nos. DPR-38 DPR-47 and DPR-55, respectiv.ely, issued to Duke Power Company which revised the Technical Specifications for operation of the Oconee Nuclear Station, Unit Nos.1, 2 and 3, located in Oconee County, South Carolina.
The amendments are effective within 30 days after the date of issuance.
These amendments revise the Technical Specifications to allow operation of the Oconee Nuclear Station, (1) with one Keowee hydro unit out of service for periods not to exceed 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or operation with the underground feeder out of service for perious not to exceed 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, (2) with one Keowee hydro unit out of service from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> up to a maximum of 45 days when the remaining Keowee unit and both the overhead and undergrour.d transmission circuits are operable and the standby buses are energized by one of the two Lee gas turbines, and (3) with both Keowee hydro units out of service. for 72 hou.rs fer planned reasons or 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> for unplanned reasons.
Revisions are als made to surveillance requirements of the Emergency Power System.
The application for the amendments complies with the standards anti requirements of the Atomic Energy Act of 1954, as amended (the Act),
and the Commission's rules and regulations.

appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.
Prior public notice of these amendments was not required 4
since the amendments do not involve a significant hazards consideration.
The Commission has detemined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuar.ce of these amendments.
