RESPONSE TO MR. R. A. PURPLE'S LETTER OF JUNE 18, 1975 422.1 Your FSAR (p.12-8d) and your procedures (p. A-4) state that until the Emergency Operations Center in Walhalla is established and manned during a General Emergency, your Shif t Supervi.or will assume responsibility for the protection of the general public in the low population zone. Please provide copics of written agreements which demonstrate such authorities have been delegated to you.

RESPONSE

The South Carolina Department of Health and Environmental Control (SC DREC) has jurisdiction and responsibility to ccntrol and direct the supporting off-site organizational groups in those emergency actions that may be required to protect the public health and safety as a result of a radio-logical incident at the Oconee Nuclear Station.

Duke Power Company will immediately notify the SC DHEC and local emergency organizations as necessary.

Until the emergency control center can be established, however, the Oconee shift supervisor is the only person that can properly assess the hazard to the public as a result of a radiological incident.

It, therefore, is imperative that the Shift Supervisor assume the responsibility for the low population zone until such time as the emergency control center is established.

Provide copies of written agreements with all local and State Agencies with whom you plan to interface in the event of a General Emergency. As a minimum please provide copies of your agreements reached with the South Carolina Highway Patrol and with the Pickens and Oconee County Civil Defense Agencies, Boards of Education and Sheriff's Departments; such documents should outline the planned responses of these agencies.

Exhibits A through H summarize the emergency agreements reached with local and state agencies. The specifics of each actual agreement have been established through periodic meetings and conferences with each organization.

Please outline the servica;; available at a local hospital for the treatment of injured and radioactively contaminated plant personnel.

RESPONSE

The Oconee Memorial Hospital in Seneca, South Carolina is utilized in the emergency plan to provide for the treatment of injured and radioactively-contaminated station personnel and others who may possibly have been irradiated or contaminated as a result of station operations or accident situations.

This county hospital is a 126-bed, acute-care general hospital, and it has the normal diagnostic, medical, and surgical treatment facilities necessary for a hospital of this size.

Special provisions have also been made at the hospital for the decontami-nation of any persons requiring medical treatment by the addition of a special room for this purpose immediately adjacent to the emergency receiving and treatment area.

The hospital also operates its own ambulance service.

Special training is routinely given to doctors, nurses, and ambulance attendants by the Oconee Nuclear Station Health Physics staff, to familiarize them with the contami-nation control and other related aspects necessary for handling these particular patients.

MEMORANDUM 0F UNDERSTANDING i

I THE SOUTH CAROLINA DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL AND DUKE PLJER COMPANY WHEREAS, the operation of nuclear power facilities within the State of South Carolina is of benefit to the citizens of South Carolina; WHEREAS, prudent planning requires the development of emergency pla'ns for nuclear facilities; WHEREAS, the legislation of the State of South Carolina did by ACT N0. 223 and its subsequent amendments designate the SOUTH CAROLINA DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL (DHEC) as th'e agency responsible for the regulatory control of sources of ionizing radiation and empower DHEC to issue such orders or take actions as necessary to meet emergency situations to protect the public health and safety; WHEREAS, DHEC administers said ACT. NO. 223 in accordance with an agreement executed on Septenber 15, 1969, by the Goverra[gof the State of South Carolina and the United States Atomic Energy Commission; WHEREAS, for technical reasons it is desirable to develop a single agency administration of radiation emergency plans involving peacetime radiation incidents; WHEREAS, this normal line of communication is through DHEC; l'

THEREFORE, it is agreed that DHEC has jurisdiction and respon-sibility to control and direct the supporting off-site organizational groups in those emergency actions that may be required to protect the public health and safety as a result of a radiological incident at nuclear facilities owned and operated by DUKE POWER COMPANY within South Carolina.

It is further agreed that DUKE POWER COMPANY will imediately notify the SOUTH CAROLINA DEPARTMENT OF HEALTH AND ENVIRON-MENTAL CONTROL through its DIVISION OF RADIOLOGICAL HEALTH in the event of an incident occurring at its nuclear facilities which has potential for or does involve the health and safety of the citizens of South Carolina outside the facility boundaries, or which may or does involve contamination of the environment outside the facility environment.

This agreement does not prohibit the notification of local emergency organi-zations in the event that this is deemed an expedient measure by appropriate facility personnel. This agreement shall commence with the

. signing of this Memorandum of Understanding and shall continue until expressly revoked.

As requested in Mr.' J. E. Smith's letter of July 7,1975, assurance is hereby given that the ERDA vill respond to requests for radiological emergency assistance from licensees and from other organisations or individuals involved in or cognizant of an incident involving radioactive materials as defined by the Atomic Energy Act of 1954, as amended, or ionising radiation sources used in ERDA-supported work.

The assistance indicated above vould be made available to your Oconee Nuclear Station, Seneca, South Carolina.

However, ERDA radiological assistance is limited to those emergency actions necessary to protect people from unnecessary radiation exposure, to minimise in, jury and to reduce the accidental contamina-3 tion of the environment from radioactive material.

As soon as the immediate hasards are brought under control and there is reasonable assurance that the public health and safety is being protected, ERDA radiological assistance in terminated.

The availability of ERDA radiological assistance dces not relieve any licensee frcm its responsibility for emergency planning to cope with the onsite and offsite consequences of an accident involving its operations, including the actions to be taken immedi-ately after an accident occurs. This responsibility of a licensee vould include plans for notification of the licensee's emergency personnel, commercial emergency response services under contract to the licensee, local government agencies, fire and police depart-ments, rescue squads, ambulance services, hospitals, other organi-sations that have agreed to respond to the licensee's emergency assistance needs, and notification of the NRC as required by NRC q$goWTfo4 S
