Dear Mr. Giambusso:
1 Duke Power Company is filing herewith Amendment No. 44 to its Application for Licenses for the Oconee Nuclear Station, Unit 1 operating pursuant to Facility Operating License DPR-38, Unit 2 operating pursuant to Facility Operating License DPR-47, and Uni: 3 under construction pursuant j
to Provisional Construction Permit CPPR-35, by submitting 73 copies of Revision No. 31 to the Final Safety Analysis Raport.
Please insert the revised material in the Final Safety Analysis Report by following the attached tabulation identified as FSAR Revision No. 31.
The purpose of Amendment 44 is to update the Oconee Final Safety Anal,rsis Report since the issuance of an operating license for Unit 2 and to

incorporate the following Babcock & Wilcox topical reports by reference:
1.
BAW-1396 "Oconee 2 Fuel Densification Report (Non-Proprietary Version of BAW-1395)"
- 2. - BAW-1399 "Oconee 3 Fuel Densification Report (PROPRIETARY)"
r Also included in Amendment 44 is Supplement 17 to the Final Safety Analysis Report, " Flux / Flow Trip Analysis."
Babcock & Wilcox has informed Duke Power Company that BAW-1399 should be treated as confidential in nature since its disclosure would provided knowledgeable individuals with information which would impair B&W's competitive position. Accordingly, Duke Power Company hereby requests, pursuant to AEC regulation 10CFR2.790 that the proprietary classification of this report be preserved, and this report be withheld from public disclosure.
