Dear Mr. Moseley:
Your letter of June 28, 1973 stated that an inspection of the Oconee 1 facility, conducted by your office from June 10-17, 1973, found certain activities which appeared to be in violation of AEC requirements.
Specifically, the letter stated that design changes were not processed as prescribed in Administrative Procedure #10, " Station Modifications,"
and that the failure to control design changes appears to be a violation of Criterion III of Appendix B to 10CFR50.
Administrative Procedure #10 requires that all requests for modifications be submitted in the form of a Station Problem Report to the Chairman of the Station Review Committee. During the inspection conducted from June 10-17, 1973, this particular portion of the Administrative Pro-cedure had not been implemented. Requests for modifications were sub-mitted to the Station Superintendent for his review and determination as to whether the modificatica was safety related or not.
Those that were determined to be safety-related were forwarded to the Design Engineering Department for their review, evaluation, and initiation of appropriate design change or modification. No station design changes or modifications of a safety-related nature were made without review and approval from the Design Engineering Department.
Since the inspection, Administrative Procedure #10 has been fully implemented. All Station Problem Reports are submitted to the Station Review Committee prior to being sent to the Scation Superintendent and Design Engineering. Upon satisfactory review by Design Engineering, the appropriate ddsign change or modification is made, but only by approved written procedures with appropriate checklists and drawings to include quality assurance checks. All documentation concerning a design change or mcdification is placed in a single file folder, readily accessible for review of the design change.

Until the results of this study are ially implemented, design changes and modifications will be made in ac-cordance with Admir.istrative Procedure #10.
