The at t: ched report of an inspection of the subject facilities on
Decm n ur i -M , 1971, is forwarded for information. Nurerous itets
of nonccrp1.1ance with Appendix 3 of 10 CFR 50 were identified. Thes e
deficiencies are being pursued with Duke by Region II correspondence.
A number of specific deficiencies were identified in the welding
program. Sub s equent to this inspection, Duke engaged Southwest
Research Institute to review and correct uciding procedure
deficiencies.
Ia addition, Duke plans to have an independent
review made to deternine: the effect of the identified program
daficiencies- on the adequacy of the welding which has been
accomplished.

Vice pre"ideata , asked the principal inspector and sertior inspector
to meet with th;u to discuss action they have tien to upgrade the
Oconee quality program. The results of this meeting will 'oe discussed
in a subsequent report.
