DUKE POWER COMPANY (OCONEE 1), LICENSE NO. CPPR-33, DOCKET NO. 50-269
The attached report of an incpection of the subject facility on
November 9-11, 1971, is forwarded for infor=ation. Two items of non-
compliance with Appendix 3 to 10 CFR 50 were identified. The two items
related to failure of preoperational tests to specify FSAR limits as
acceptance criteria and failure to take corrective action on testing
deficiencies. These items are being followed up by letter to the
licensee.
We have not been impressed by the Oconee 1 testing program up to nov.
The deficiencies which prc=pted the items of noncompliance above seen
to indicate more attention toward completing a job than toward a well
planned and executed testing program. Subsequent inspections will be
directed toward this area.
The acceptability of the containment leak rate test has been established
in correspondence between DRL and the licensee.
