Dear Mr. Giambusso:
Duke Power Company is filing herewith Amendment No. 43 to its Appli-cation for Licenses for the Oconee Nuclear Station Unit 1, operating pursuant to Facility Operating License DPR-38, and Units 2 and 3 under construction pursuant to Provisional Construction Permits CPPR-34 and -35, by submitting seventy-three (73) copies of Revision No. 28 to the Final Safety Analysis Report. Please insert the revised material in the Final Safety Analysis Report by following the attached tabulation identified as FSAR Revision No. 28. The purpose of Amendment 41 is to revise the Technical Specifications for Units 2 and 3 and to incorporate the following Babcock & Wilcox Topical Reports by reference: 1. BAW-10054 (Revision 1) " Fuel Densification Report" (PROPRIETARY) 2. BAW-10039 " Prototype Vibration Measurement Results for B&W's 177 Fuel Assembly, 'No Loop Plant" 3. BAW-10029 (Revision 1) " Control Rod Drive Mechanism Test Program" 4. BAW-10064 " Multi-Node Analysis of B&W's 2568 MW(t) Internals Vent I Valve Plants During a Core Flooding Tank Line Break" l Babcock & Wilcox has informed Duke Power Company that BAW-10054 (Revision 1) should be treated as confidential in nature since its disclosure would provide knowledgeable individuals with information which could impair B&W's competitive position. Accordingly, Duke Power Company hereby requests, pursuant to AEC Regulation 10CFR 2.790, that the proprietary classification of this report be preserved, and this report be withheld from public disclosure. This amendment also incorporates by reference the Duke Power Company report, " Analysis of Effects Resulting From Postulated Piping Breaks ( Outside Containment for Oconee Nuclear Station, Units 1, 2, and 3," L907
