Dear Mr. Giambusso:

1 Duke Power Company is filing herewith Amendment No. 42 to its Application for Licenses for the Oconee Nuclear Station, Unit 1 operating pursuant to Facility Operating License CPR-38 and Units 2 and 3 under construction pursuant to Provisional Construction Permits CPPR-34 and -35, by submitting seventy-three (73) copies of Revision No. 29 to the Final Safety Analysis Report. Please insert the revised material in the Final Safety Analysis Report by following the attached tabulation identified as FSAR Revision No.

29.

The purpose of Amendment 42 is to provide the Technical Specifications for Units 1 and 2, and to incorporate the following Babcock & Wilcox topical reports by reference: '

(1) BAW-10054 (Revision 2) " Fuel Densification Report" (PROPRIETARY)

(2) 3AW-1395 "Oconee 2 Fuel Densification Report" (PROPRIETARY)

Also included in Amendment 42 is Supplement 15 to the Final Safety Analysis Report, "Oconee Units 2 and 3 Active Valve Operability." This supplement is submitted in response to Mr. R. C. DeYoung's letter of January 2, 1973 Babcock & Wilcox has informed Duke Power Company that BAW-10054 (Revision 2) and BAW-1395 should be treated as confidential in nature since their dis-closure would provide knowledgeable individuals with information which would impair B&W's competitive position. Accordingly, Duke-Power Company hereby requests, pursuant to AEC Regulation 10CFR2.790, that the proprietary classification of these reports be preserved, and these reports be with- .

held from public disclosure.

As required by Section 2.101 of the Commission's regulations, a copy of this Amendment 42 is being served on Mr. Reese A. Hubbard, County Supervisor of Oconee County, South Carolina, the county in which the facility is located.
