Dear Mr. Herbein:
By letter dated February 28, 1979 you provided information to support the position that decay heat pump (DHP) impeller to casing rubbing, as experienced at Crystal River Unit 3, was not a concern for the similar pumps at Three Mile Island Unit 1.
In this regard, you state that the DHP impellers and originally installed shafts were examined during the 1978 refueling outage and no indications of rubbing or the effects of rubbing were found. Based on these examination results, the satisfactory operating history of your DHP's and the manufacturing differtnces between the TMI-l and CR-3 DHP casings documented in your submittal we conclude that there is reasonable assurance that the DHP impeller to casing rubbing, as experienced at CR-3,.is not a concern at TMI-1.
